Joseph McGowan, PhD, PE

Dr. McGowan is a licensed Professional Engineer with more than 40 years in the professional practice of Engineering. Following an undergraduate degree in Mathematics from the United States Naval Academy, he served as a Naval Officer in the United States Submarine Force and as a Senior Engineer with the General Electric Company. Upon obtaining the Doctorate in Bioengineering from the University of Pennsylvania, he served on the faculty of the School of Medicine of the University of Pennsylvania and was funded as a Principal Investigator by the National Institutes of Health. In parallel he served as Commanding Officer of the senior Naval Reserve detachment in the Office of Naval Research. He reentered active military service on the faculty of the United States Naval Academy and was appointed Associate Professor of Electrical Engineering while serving as a Captain, United States Navy. Following retirement from Naval Service he was a Senior Managing Engineer with Exponent Failure Analysis. He founded McGowan Associates, Inc. in 2011 and has since served as President and Principal Engineer. Dr. McGowan is presently appointed as Visiting Research Professor in Drexel University’s School of Bioengineering, and was previously appointed as Adjunct Professor of Mechanical Engineering at Temple University. Dr. McGowan has authored more than 100 scientific publications. He has been inducted into the National Engineering Honor Society (Tau Beta Pi) and the National Physics Honor Society (Sigma Pi Sigma). As a Naval Officer he was decorated three times with the Meritorious Service Medal and twice with the Navy Commendation medal. He was also designated as a Senior Offshore Skipper in the United States Navy Sailing program. He is currently licensed as a Professional Engineer in Pennsylvania, New York, Louisiana, and Delaware.

Austin Hoffman, MS, PE
President

Mr. Hoffman is licensed as a Professional Engineer in the states of Pennsylvania, New Jersey, and New York. He obtained a Bachelors and Masters of Science in Biomedical Engineering from Drexel University, with a concentration in Biomechanics. Mr. Hoffman has been performing engineering and bioengineering consulting since 2016 with McGowan Associates. Mr. Hoffman is knowledgeable in accident reconstruction methodologies, and trained to download and review onboard Event Data Recorders, also known as “black boxes.” Mr. Hoffman has background and training in anatomy, physiology, physics, and mechanics of materials. Mr. Hoffman has published several peer-reviewed papers on modeling of vehicle stiffness, neck loading in rear impacts with Anthropomorphic Test Devices (ATDs), and reconstructing pedestrian-vehicle impacts.
